Service Plan

The Sugar Loaf Fire Protection District (SLFPD) is a special district that was formed in 1986 to provide fire protection, emergency medical, and disaster relief services in a specific area of unincorporated Boulder County. As a special district, SLFPD operates as a quasi-municipal government entity and political subdivision of the state of Colorado under the terms of Title 32 of the Colorado Revised Statutes ("Special District Act"). A component of the Title 32 enabling statutes dictate that all Colorado special districts must create & publish a critical 'Service Plan' document that outlines the proposed services, boundaries, governance, financing, and operations of a special district. SLFPD's original Service Plan was approved by the Boulder County Board of County Commissioners by Resolution No. 86-5 on January 14, 1986. SLFPD has been operating pursuant to the original Service Plan (1986) since its organization, but in 2025 the district determined an update and modernization to this critical document was appropriate.

Consequently, the SLFPD fire department leadership team and Board of Directors worked extensively to create a new amended and restated Service Plan document published in the summer of 2025. The new updated Service Plan effectively describes the fire protection and emergency medical services that SLFPD provides to both residents and visitors to the district region in exchange for the public financing provided via property tax mill levy revenue. The new updated Service Plan provides sufficient evidence why the continued operation of the District is the most advantageous and cost-effective method of providing sustainable, high-quality, and cost-effective fire protection and emergency services to citizens of the Sugarloaf community based on existing and projected needs for emergency services within the district boundaries. The SLFPD will continue to acquire, maintain, and employ critical lifesaving and emergency apparatus, equipment, and personnel in a manner that promotes stability, predictability, and transparency in its financial operations.
